Cllr Offer was first elected to the Town Council at a by-election in November 2021 and was re-elected to it at the Council elections on Thursday 4th May 2023.

Cllr Offer is a member of the Finance and Planning committees of the Council and is the Vice-Chairman of the Planning Committee. He is also a member of the Sleaford Castle Heritage Advisory Committee of the Council.
